Below are listed a dozen and a half issues of the New York City Dept. of Correction's fourth known newsletter, Correction News . They are kept in the archives maintained by the New York Correction History Society at the Correction Academy.

Correction News emerged under Commissioner Richard J. Koehler. The Commissioner's Report on the second of the first issue's eight tabloid - size (11x17) pages provides some background information about its emergence:

Commissioner's Report

This department has experienced phenomenal growth in the past few years. Over 10,000 employees work in the 11 jails, five court detention facilities, three hospital wards, a mental health center, four infirmaries and nine clinics.

In a system as large and diverse as the New York City Department of Correction effective employee communication is a crucial component to effective management.

This is the premier issue of Correction News. Its publication will serve as the department's primary employee communications vehicle, conveying news about you and the department to all employees and some publics.

Much of the information that will appear in this publication will depend on your cooperation. We're interested in correction people. We're interested in correction sports. We are also interested in what you do in your communities.

There are 42 facility correspondents assigned throughout the correction system to provide a constant flow of information to the Correction News editor. We urge you to get to know them. They are listed in this publication.

I will use my column to give you information about policy and management initiatives affecting your employment. I believe that an informed employee is more likely to be a productive employee. And a productive employee is more likely to be a person with high morale. I hope that this newsletter will help us to achieve both.

We look forward to reading about you. I look forward to communicating with you. We want the public to know that in correction, "We [are] more than just jails."

The masthead listed Ruby Riles as Deputy Commissioner for Public Affairs, Dell Omega Grant as editor, Spencer A. Burnett as Photographer, Roberto Roman as Researcher, James Vann as Cartoonist, and various facility correspondents.

The front page article Better Trained Emergency Team More Confident was illustrated by a photo showing Emergency Response Unit members Peter Meringolo, William Rodriguez Rios, William Simmons, and Gloria Murli. Captain Meringolo recounted how on Feb. 18, 1988, the ERU team he led quelled a riot at the Anna M. Kross Center.

Besides the Commissioner's Report column by Commissioner Koehler, the newsletter featured special sections such as Around Correction and Sports. Included among the items in the different sections were

  • D'Elia Retires After 35 Years, a story about the retirement of Supervising Warden Joseph D'Elia Jan. 8, 1988, at age 61. He had served as Acting Commissioner for about two months in 1977-78. He also served seven years as director of operations and eight years as Supervising Warden.

  • A story on the wedding of Freddie Wallace, special assistant to the Chief of Operations, and John Rakis, deputy executive director of the Board of Corrections, at the Milliken Townhouse in Manhattan on Feb. 6. The item was illustrated with a wedding reception photo of the happy couple.

  • Lucky Ladies Win Game for Justice, a photo-illustrated story about seven women Correction Officers on an all-female team in the City Workers Basketball League. Mentioned prominently in the article were point guard Ernestine (Spud) Martin, Coach Carl Hunter and Assistant Coach Kevin Johnson.
