Warden
Warden James Barry joined the Department in 1986, first assigned as an officer to the Anna M. Kross Center. Following this, Warden Barry worked at the Manhattan Detention Complex. After his work there, he was assigned to the Operations Division, where he worked until he received his first Department promotion, to the rank of Captain. As a Captain, Warden Barry's first assignment was to work at the Manhattan Detention Complex. Following this, Barry was assigned to the Operations Division as a Captain.
By 1995, Warden Barry saw his next promotion. This time the promotion was to the rank of Assistant Deputy Warden, and Barry was assigned to the Adolescent Reception and Detention Center on Rikers Island. Following his term at ARDC, Barry was assigned to served as Executive Officer of the New York City Correction Training Academy. After his next promotion, to Deputy Warden, Barry was assigned to remain at the Correction Academy in his new rank.
Upon completion of his service at the Correction Academy, Warden Barry was then assigned to serve as a Deputy Warden at the Otis Bantum Correctional Center. After OBCC, Barry went to the Manhattan Detention Complex, and Otis Banturn Correctional Center where he was appointed as the Commanding Officer of the Central Punitive Segregation Unit.
Warden
Warden David Goodman joined the Department in 1981, first working as an officer at the Eric M. Taylor Center. Following this Goodman worked at the Otis Bantum Correctional Center, until he received his first Departmental promotion.
This time the promotion was to the rank of Deputy Warden. As Deputy Warden, Goodman saw service at the Queens Detention Complex, the Eric M.Taylor Center, and the Rose M. Singer Center. By 1997, Goodman was promoted to Deputy Warden -in- Command. In this rank, Warden Goodman was first assigned as Commanding Officer of the Inspectional Services and Compliance Division. Following this he served as Commanding Officer of the Transportation Division, the North Infirmary Command, and the Health Management Division.
Warden
Warden Wayne LaMont joined the Department in 1979, first assigned to the Central Punitive Segregation Unit at the James A. Thomas Center, which was where the unit was housed at that time. In October 1984, he was promoted to the rank of Captain and assigned to the Adolescent Reception and Detention Center, following which he worked at the Anna M. Kross Center and the Brooklyn Detention Complex.
After promotion to the rank of Assistant Deputy Warden in September, 1989, Warden LaMont was assigned to the Brooklyn Correctional Facility~ He would serve there, in addition to other commands, including as Executive Officer for the Brooklyn Courts Division, then returning again in 1995 and 1998 as Commanding Officer of the Brooklyn Correctional Facility before his next promotion.
In June, 1998, Warden LaMont was promoted, to Deputy Warden. As a Deputy Warden he worked at the Bronx Detention Complex, the George R. Vierno Center, and as the Executive Officer of the Rikers Island Special Operations Division. Then in August, 2000, LaMont was the first ever Deputy Warden appointed to simultaneously command the Department's Hospital Prison Wards located at Bellevue, Kings County and Elmhurst Hospitals.
Warden
A former NewYork City Police Officer, Warden Peter Mahon, Jr. joined the Department in 1976. He was first assigned as a Correction Officer to the Adolescent Reception and Detention Center. In 1980, he was promoted to Captain and assigned to the Operations Division.
As Deputy Warden, Mahon' experience covered a broad spectrum of commands and facilities within the Department. Among these including serving time as Acting Warden at the Manhattan Detention Complex, Rose M. Singer Center, and Adolescent Reception and Detention Center, among others, and as the Commanding Officer of the Health Management Division. Mahon worked in the Office of Chief of Security before being appointed a Deputy Warden -in- Command.
As Deputy Warden -in- Command, Mahon was appointed to serve at the Criminal justice Bureau before his appointment to Warden.
Warden
Warden Roger Slattery joined the Department in 1984, first assigned to the Transportation Division. Also as an officer, he worked at the Otis Bantum Correctional Center. In November, 1988, Slattery was promoted to the rank of Captain. In September, 1993 Warden Slattery was promoted to the rank of Assistant Deputy Warden. Slattery would serve in this rank at three facilities. These facilities were the Adolescent Reception and Detention Center, the George R. Vierno Center, and the Vernon C. Bain Center.
In March, 1999 Warden Slattery was again promoted, this time to the rank of Deputy Warden. As a Deputy Warden, Slattery would return to the Anna M. Kross Center, where he had earlier been a Captain, and also serve at the George Motchan Detention Center. It is from that position that he receives this latest promotion.
Warden
Warden Carolyn Thomas joined the Department in 1981, first assigned to the Anna M. Kross Center. By 1987, Warden Thomas was promoted to the rank of Captain and assigned to the Brooklyn Correctional Facility. After this, Thomas became the Executive Officer of the Work Release Program for Women at the Rose M. Singer Center, then the Executive Officer of the Community Correction Programm of the Criminal justice Bureau. In June, 1994, Thomas was promoted to Assistant Deputy Warden, assigned to the Inspectional Services and Compliance Division. By June, 1996, Warden Thomas was promoted again, to Deputy Warden, and assigned to the Rose M. Singer Center and the George R. Vierno Center.
Warden Thomas then served as Executive Assistant to the Chief of Department from August 1998 until she was assigned to the Inspectional Services and Compliance Division in January, 1999. Thomas was again promoted, to Deputy Warden -in- Command, assigned as Commanding Officer of the North Infirmary Command.
Assistant Chief
Assistant Chief Leroy Grant joined the Department in September, 1984, assigned as an officer to the Anna M. Kross Center. Grant worked there until his promotion to Captain in 1989, when he was transferred to the James A. Thomas Center.
In April, 1999, Grant was appointed Acting Warden of the Queens Detention Complex. In July, Assistant Chief Grant assumed command as Warden of the Brooklyn Detention Complex. In January, 2000, Grant assumed command of the Otis Bantum Correctional Center where he remained until this promotion.
Assistant Chief
Assistant Chief John Mercado joined the Department in 1982, first assigned to the Anna M. Kross Center, where he worked for seven years.
In September, 1996, Assistant Chief Mercado was promoted to Deputy Warden, and assigned to serve as Deputy Warden for Security at the Manhattan Detention Complex. Following this, Mercado was assigned as Deputy Warden for Programs at the Adolescent Reception and Detention Center in February, 1998. Also as a Deputy Warden, Mercado saw service at the Bronx Detention Complex, as well as the Otis Bantum Correctional Center/Central Punitive Segregation Unit.
In March, 2000, Assistant Chief Mercado was promoted to the rank of Warden, and assigned to serve at the Eric M. Taylor Center, the Department's facility for city?sentenced inmates. He remained at EMTC until his promotion.
Assistant Chief
Assistant Chief Jorge Ocasio joined the Department in 1984, and was assigned to the Anna M. Kross Center, where he worked as a Correction Officer for five years before being promoted to Captain in October, 1989.
Assistant Chief Ocasio was promoted to the rank of Assistant Deputy Warden in August, 1996, and assigned to the Anna M. Kross Center, the Department's largest facility. At AMKC, Ocasio supervised both uniformed and civilian staff, scheduled search operations, and monitored facility operations.
In February, 1997, Ocasio was selected by then First Deputy Commissioner Bernard B. Kerik to serve as his Executive Assistant, overseeing the daily operations of the First Deputy Commissioner's Office. When Kerik was appointed Commissioner in 1998, Ocasio was promoted to Deputy Warden and named Chief of Staff to the Commissioner, the first ever person to hold that position. In his capacity as Chief of Staff, he managed the daily operations of the Commissioner's office and served as the Commissioner's principal liaison with the Mayor's Office, other city agencies and law enforcement organizations.
In October 1998 Ocasio returned to the jails when he was promoted to Deputy Warden -in- Command. As Deputy Warden -in- Command he served at the North Infirmary Command, the Queens House of Detention for Men, and the West Facility. After being promoted to Warden in July, 1999, he assumed command at the Manhattan Detention Complex. He returned to the George Motchan Detention Center, where he served until his promotion.
Bureau Chief
Bureau Chief Steven Conry joined the Department as an officer in 1983. He was first assigned to the Adolescent Reception and Detention Center. In 1987, he was promoted to the rank of Captain, in which capacity he saw service at the Manhattan Detention Complex and, then at the Maritime Facility 1.
In the rank of Deputy Warden he served at the Rose M. Singer Center, then at the Adolescent Reception and Detention Center. Following this, Bureau Chief Conry was assigned to serve at Department Headquarters as a Deputy Warden. After this Conry was chosen for an appointment to work in the Office of the Chief of Security.
Bureau Chief Conry was promoted to Acting Warden in September, 1998, at which time, he assumed command of the Eric M. Taylor Center and then the West Facility. In March, 1999, he became Warden of the Adolescent Reception and Detention Center. Following this Bureau Chief Conry again commanded the West Facility, before his next promotion.
In September, 2000, Chief Conry was appointed Assistant Chief for Division 11. In this capacity, Bureau Chief Conry had oversight responsibility for six facilities located on Rikers Island. It is from this position that Bureau Chief Conry received his latest promotion.
Bureau Chief
Bureau Chief Anthony Serra joined the Department in April of 1984. His first assignment was to the James A. Thomas Center. In March of 1990, Serra was promoted to Captain, assigned to the Anna M. Kross Center. He then served at the Special Operations Division.
In November, 1997, Bureau Chief Serra was promoted to Deputy Warden; assigned to the Bronx Detention Complex. He was the Commanding Officer of the Gang Intelligence Unit and Executive Officer of the Special Operations Division, concurrently. By March, 1999, Serra was Commanding Officer of the Support Services Division. In June,1999, Bureau Chief Serra was promoted to Deputy Warden -in- Command. As a Deputy Warden -in- Command he was assigned to serve at the North Infirmary Command. Following this, Bureau Chief Serra assumed command of the Department's Health Management Division, before his next promotion, in December, 1999.
As a Warden, Serra was appointed Commanding Officer of the Rikers Island Special Operations Division, overseeing all special operation and security units including The Gang Intelligence Unit, the Emergency Service Unit, the Harbor Patrol Unit, among others.
In November, 2000 Serra was promoted to Assistant Chief for Division 1, with oversight responsibilities over four facilities located on Rikers Island. It is from this position that Chief Serra received his latest promotion.
