The State Commission of Correction is a constitutional body charged with the duty of visiting and inspecting all institutions used for the detention of sane adults charged with or convicted of crime. The Correction Law also directs the Commission to visit and inspect institutions used for the detention of witnesses or debtors.

Among the duties of the Commission as set forth in the Correction Law is to aid in securing the just, humane
