Dear Mayor Koch:

I am writing to submit for your review Jails for the 80s, the Department's capital development plan for the period 1981-1985.

The report, which recognizes the limited availability of capital funds, is designed to ensure that existing funds are directed toward the Department's most critical priorities and to recommend additional key projects for action as funding becomes available.

I believe that the plan, if implemented, will bring us closer to a secure jail system with sufficient space to accommodate an increasing and changing population, and the physical capacity to comply with professional standards and constitutional mandates.
