1920s Rikers Landfill Operations -- Scene #8: Close-up B (Near Left Section)

Can anyone identify the object seemingly suspended in air on one of the cables in Close-up B of Scene #8? It does not appear to be a smudge or other defect in the photo. Note also what appears to be a man seated dockside on the extreme right.
