Below are the write-ups on individual promotees and their photos scanned from the NYC DOC's printed program for the dedication of the renovated auditorium in the George Motchan Detention Center as the George Motchan Ceremonial Hall July 6, 2001. That rite was combined with the swear-in of uniformed promotees.

Motchan Ceremonial Hall's 1st Promotion Rites
As Chief of Dept. Davoren reads the name, the promotee steps forward, salutes and receives the certificate of appointment and congratulations from Commissioner Fraser.
After the promotion formalities conclude, the promotees and their families are photographed on the renovated George Motchan Ceremonial Hall stage with Chief of Dept. Davoren and Commissioner Fraser.

Deputy Warden-In-Command
Larry Davis

Deputy Warden -in- Command Larry Davis joined the Department in 1980, first assigned to what was then the House of Detention for Men Complex, comprised of today's Anna M. Kross Center and the James A. Thomas Center. He also worked at the Bronx Detention Complex. This was followed by his work at the Bronx Courts Division. Davis was first promoted in 1989, and assigned as a Captain to the Anna M. Kross Center.

As a Captain, Deputy Warden -in- Command Davis also worked at the Bronx Detention Complex, and the Bronx Court Division. By 1996, Davis was to receive his next promotion, this time to the rank of Assistant Deputy Warden. As Assistant Deputy Warden, Davis would receive an assignment to serve at the George R. Vierno Center on Rikers Island. It was following this that Deputy Warden -in- Command Davis was then chosen to be appointed as the Executive Officer and Assistant to the Bureau Chief of the Department's Custody Management Division.

In December, 1999 Deputy Warden -in- Command Davis received his next promotion, this one to the rank of DeputyWarden. Upon receiving his promotion, Deputy Warden -in- Command Davis was then assigned to serve as a Deputy Warden at the Bronx Detention Complex. Following this, Davis also served at the Vernon C. Bain Center, before receiving his latest promotion.


Deputy Warden-In-Command
Gregory Smith

Deputy Warden -in- Command Gregory Smith joined the Department in 1979, and was assigned as an officer to the Brooklyn Detention Complex. Deputy Warden -in- Command Smith received his first Department promotion in 1984, when he was promoted to the rank of Captain, and was assigned to serve at the Eric M. Taylor Center on Rikers Island.

As a Captain, Smith worked as a member of the Department's Emergency Service Unit Support Team while working at the Radio Shop. In May, 1990, Deputy Warden -in- Command Smith was next promoted, to the rank of Assistant Deputy Warden, and assigned to serve at the Otis Bantum Correctional Center. Following this, Smith was appointed Executive Officer of the Manhattan Courts Division. Deputy Warden -in- Command Smith went on to be assigned to work in the Rikers Island Special Operations Division, and the Inspectional Services and Compliance Division. Smith returned as Executive Officer of the Manhattan Courts Division once again before his next promotion to Deputy Warden in January, 2000.

As a Deputy Warden, he was assigned to the Otis Bantum Correctional Center. Deputy Warden -in- Command Smith served at the Adolescent Reception and Detention Center. Prior to his promotion, he was assigned to the Chief of Security's Office.


Deputy Warden-In-Command
Frank Squillante

Deputy Warden -in- Command Frank Squillante joined the Department in 1984, where he was assigned as an officer to the Anna M. Kross Center.

In July, 1989, Squillante was promoted to the rank of Captain, assigned once again, to the Anna M. Kross Center. Deputy Warden -in- Command Squillante was also assigned to the Rikers Island Special Operations Division. His experience as a Captain was to be further expanded when he served in the Criminal Justice Bureau, and the Bronx Court Division.

In August, 1996, Deputy Warden -in- Command Squillante received his next promotion to the rank of Assistant Deputy Warden. His was assigned to the Adolescent Reception and Detention Center. Frank Squillante distinguished himself by working in the Office of the Chief of Management and Planning and serving as Executive Officer of the elite Emergency Service Unit.

Deputy Warden -in- Command Squillante received his next promotion in August, 1999, to Deputy Warden where he was assigned to the Brooklyn Detention Complex. As a Deputy Warden, Squillante served in several Rikers Island commands, where he was an exceptional Deputy Warden for Programs, prior to receiving his promotion to Deputy Warden -in- Command.
