The above illustration depicts a classroom on a ship teaching "vicious youths" the maritime trades. The training school set up on Hart soon after the island's takeover by NYC in 1868/69. Hart's remoteness made it seem ideal for programs aimed at populations not much welcomed elsewhere. The scene on the left shows inmates arriving to serve Workhouse sentences (circa 1960). The island has been used to hospitalized those with contagious diseases and mental disorders, the drug and alcohol addicted, the young offenders with some prospect of reformation, and the elderly repeaters needing social services.
