NYCHS presents below the front and inside cover pages of the first publication (1978) of the NYC Board of Correction's Minimum Standards for New York City Correctional Facilities.

Questions concerning standards for the care and custody of prisoners are, at the very least, no less relevant in the world of 2004 than in 1978 when the NYC Board of Correction issued its first Minimum Standards for New York City Correctional Facilities.

The page texts and page images used in this web presentation were scanned from a 1978 Minimum Standards booklet included among the various archival materials generously given to the New York Correction History Society by former NYC Department of Correction photographer Mark Mellett.

The booklet's front and inside cover pages as well as the 19 text pages were scanned for both text and image purposes. This opening main frame (right side of screen) in the presentation features images of the booklet's front and inside cover. Each of the remaining main frames in the presentation feature the text and images of its respective text page in the booklet. "Next" and "previous" links are provided at the bottom of each main frame page for navigating through the sequence of main frame pages.

Each of the presentation's 19 main frame text pages includes a graphics box with two small images of the respective page scanned from the printed booklet. The caption explains that clicking the first of the two small page images will access a larger and readable JPG image of the page.


The caption also explains that clicking the second of the two small page images will access an Adobe Acrobat (PDF) image of the page, suitable for downloading and printing.


Why offer both readable images, the JPG and the PDF, for each page? Because the JPG image was scanned at 72 dots per inch (dpi), sufficient for web purposes, whereas the PDFs were scanned at 200 dpi, more fitting for purposes of printing.


Some viewers of the presentation will find reading the web text pages sufficient for their purpose. Others may wish also to see how the text looked on the printed page, but have no interest in downloading and printing the text as it originally appeared. The readable JPG pages were designed for that limited purpose.


Still other viewers may also want to download and print copies of certain individual text pages as they appeared in the booklet. The individual page PDFs were designed for that purpose. Lastly a likely smaller number of viewers may want to download and print a copy of the entire booklet. A very large (20 Mb) PDF file is available for that purpose. It can be accessed by clicking the word available in the last sentence in the Acknowledgments Box at the bottom of each of the 19 web text pages.


The frame for each readable JPG page image offers the viewer the choice of returning to the graphics box position in its respective web page or accessing another readable JPP page image. "Next" and "previous" links are provided for navigating through the sequence of readable JPG page images.

The presentation's Page 1 text page includes, as did the printed booklet, a Contents List of Parts. To offer the viewer another way of perusing the standards, each entry on the Parts List has been linked to its respective Part in the presentation. Clicking the linked entry takes the viewer to that Part.


Near the last Section in that Part, just before the start of the next Part, a Return-to-List Icon has been positioned. Its caption explains: "If you wish to go back to the Parts List on Page 1 instead of proceeding forward, click the above icon."


A Webmaster Note appearing just above the Return-to-List Icon on the very short web Page 18 points out that the booklet's 19th (last) page is not among the entries in the booklet's Page 1 List of Parts. The 19th page can be accessed via the "Next" link near the bottom of Page 18 or via the Page 19 icon in the narrow left side of the screen frame that features navigational icons for all 20 of the chief main frame pages (this cover page and the 19 text pages).


Thus, the NYCHS presentation -- consisting of more than 100 image files and more than 40 HTML files -- offers viewers various ways of navigating through the images and texts of the 1978 booklet, seeing how the printed pages originally looked, and saving as few or as many or all the pages as they may wish.


The landmark booklet itself is very much worth "saving" on the World Wide Web. The NYCHS site has done so that the publication may be readily available, here and abroad, for review and study, not only now but also in the future. Its relevance is likely to linger as long as standards for prisoner care and custody continue as questions of concern to civilized society.
