A retired Auburn Correctional Facility Deputy Superintendent of Program Services, Miskell -- an Industrial Teacher Training Program graduate with bachelor and masters of science degrees from State University at Oswego -- served as Osborne School education director, among other positions during his 33 years at the prison.
