2 men who headed the municipal agency that managed the jails and prisons as well as the charitable institutions became Civil War era NYC Mayors: Daniel F. Tieman (1858 – 60), who was anti-slavery & helped found Cooper Union where Lincoln spoke against it. C. Godfrey Gunther (1854 – 65), anti-abolition,  anti-Lincoln & anti-Emancipation but had to lead NYC mourning for slain Abe.
